pox-5 credits a reward cycle twice, about 1050 Bitcoin blocks apart, and each credit is claimed and paid out separately. Every call is permissionless — anyone can run a distribution.
Where the rewards went
Every member is paid in Bitcoin — as sBTC on Stacks, or withdrawn to their own Bitcoin address. A share below the member's own minimum is credited instead and paid with a later cycle, so one Bitcoin fee covers them all.
A withdrawal to Bitcoin sets aside the member's own fee budget for the Bitcoin transaction. What the transaction did not spend is returned to them — see Bitcoin fee refunds.
